HATCH BEAUCHAMP PARISH COUNCIL

Minutes of an extraordinary meeting of the Hatch Beauchamp Parish Council held in the Village Hall on Wednesday 5 December 2001 at 7.30pm.

Present:- Mr Rogers (Chairman); Messrs Holt, Hounsell, Knight, Lintern.

Apologies:- Mrs Kingston; Messrs Marks and Townson.

In Attendance:- Mr Crossley (Clerk)

 

704 Declarations of Interest

There were no declarations of interest.

705 Minutes

The minutes of the meeting held on the 7 November which had previously been circulated were approved as a correct record and signed by the Chairman.

706 Development at Belmont Farm (Planning Application 19/2001/023TEL)

Consideration was given to this application for the erection of a 25M Monopole with 3 directional antennae to top the pole and an equipment cabin in a secure compound. The application had generated considerable interest in a discussion prior to the Council meeting.

 

It was moved by Mr Holt, seconded by Mr Hounsell and unanimously

 

RESOLVED :- 1) That TDBC be advised that the Council is opposed to the development because of its proximity to a recognised wildlife site, its siting in an area of outstanding natural beauty in a position which will make it highly visible over a wide area and which cannot be addressed by landscaping, and as it is an unnecessary intrusion in the village which already is the site for one mast.

2) That it also be suggested to TDBC that as the "Airwave" service is a networked service requiring a grid of masts they should impress upon the developer the need for a comprehensive approach to mast location.

 

707 Development at Brambles Cottage (Planning Application 19/2001/021)

Additional information had been received from TDBC in respect of the use and position of the proposed double garage at this property (see Minute No 690 of 7 November)

RESOLVED:- That TDBC be informed that in addition to it’s original comments, the Council is concerned that there is still not a satisfactory site plan showing the position of the existing garages, and that should planning permission eventually be given there is a need in the locality for consistency in the provision of natural boundary hedging.

 

 

708 Development at Unit 8 Hatch Beauchamp Business Park (Planning Application 19/2001/024)

Application had been made for the insertion of 3 windows to this Unit

RESOLVED:- 1) That TDBC be informed that the Council would wish to see the Business Park development completed and all conditions complied with before permission is given for any alterations, but subject thereto the Council would not object to the proposal, and would ask TDBC in coming to a decision to satisfy itself that the development proposed will not intensify the employment use on the site because of the concerns about the danger from additional traffic which would be generated.

2) That enquiries be made of TDBC Environmental Health about the alleged contamination on the site of the Business Park.

709 TDBC Annual Meeting with Parish Councils

RESOLVED:- That the Chairman and Clerk represent the Council at this meeting to be held in Taunton on 15 January.;

710 Standards Committee

TDBC were establishing a statutory Standards Committee as part of the new ethical framework which would apply to all elected members of local authorities, and were consulting in respect of a number of statutory duties which that Committee would exercise in relation to parish councils and their members. TDBC had also asked that parish councils do not formally adopt the new code until after the Standards Committee had addressed the issue of training.

RESOLVED:- That TDBC be informed that the Council

1)supports the proposal to establish a Standards Committee with Sub Committees as required with parish membership

2) agrees an annual appointment of the parish member

3) does not wish to make a nomination.
